Most people do not fish, boat or swim on Bay or in streams and rivers that flow into. Practically no fish sold in supermarkets, or shellfish come from.Bay. You did not answer the question. You ignored commercial shippong on Bay which would exist with polluted waters. Should most people pay for people with private boats, a small minority.
