Federal Agency Progress Evaluation

The EPA Chesapeake Bay Program Office contracted AH/BC Navy JV, LLC (BC) to assess the progress of each federal agency toward their goals utilizing the results of the Chesapeake Assessment Scenario Tool (CAST) 2019 Progress scenario and comparing those loads to the federal planning goals (FPGs) defined for each jurisdiction. This effort includes a comparison of the best management practices (BMPs) currently credited to federal agencies in CAST and the agency’s record of implemented BMPs to assess the accuracy and completeness of the federal BMP record reported by the jurisdictions. The purpose of this exercise is to define the baseline (2019) for federal BMP implementation as documented in CAST, evaluate FPGs defined by jurisdictions and EPA through 2025, assess the accuracy of federal BMP information reported from the jurisdictions to CAST, and provide recommendations and next steps to EPA and the Federal Facilities Workgroup.

Federal Facilities Targets Protocol

This document describes the process for setting nitrogen, phosphorus and sediment pollutant reduction targets for federal facilities consistent with the 2010 Chesapeake Bay TMDL (Bay TMDL) and the Executive Order 13508 Strategy for Protecting and Restoring the Chesapeake Bay Watershed (EO12308 Strategy). The Protocol was developed by the Federal Facilities Targets Action Team and was approved by the Management Board in June, 2015. The lists provide the targets for the federal facilities within the five jurisdictions of the Chesapeake Bay watershed. The first list represents a total of all federal facilities within the watershed and the second list is a state-by-state breakdown.

EPA Default Method for Setting Federal Facilities' Targets

For jurisdictions that have chosen not to set nitrogen, phosphorus, and sediment targets for federal facilities, EPA will provide 2017 and 2025 targets consistent with the Clean Water Act. EPA will determine the loading rate for 2009 and also 2025 by state major basin for major land use groups. Major land use groups are defined as urban, agriculture and forest. This method is in accordance with the Protocol for Setting Targets, Planning BMPs and Reporting Progress for Federal Facilities and Lands and ensures that the level of effort for the federal facility is the same as non-federal lands in the state major basin. Complete details can be found in Appendix A of the Protocol, and a presentation on the methodology is provided below.
