Scope and Purpose
The Strategy Review System (SRS) was created and adopted by the Management Board in November 2016 to help the Chesapeake Bay Program consistently apply adaptive management to its work toward achieving the outcomes of the Chesapeake Bay Watershed Agreement. Adaptive management is the decision-making framework adopted by the Principals’ Staff Committee that allows us to make decisions in the face of uncertainty and to reduce this uncertainty over time.
Established as a Planning Team in 2016 and formalized as a Workgroup in 2024, the SRS Workgroup guides the Chesapeake Bay Program through the Strategy Review System. The team includes volunteer experts in adaptive management, scientific communications and public policy. It serves under the Enhance Partnering, Leadership and Management Goal Implementation Team. Partners interested in contributing to the advancement of adaptive management in the Program can contact SRS@chesapeakebay.net to join the team.

SRS Biennial Meetings
While each SRS Biennial Meeting has its own elements, the meeting purpose is generally threefold:
- Provide a high-level retrospective program-wide review to celebrate our accomplishments and identify important stories.
- Identify topics that should be taken into consideration in the review and possible modification of key documents (pre-Quarterly Progress Meeting reports, Management Strategies and Work Plans) for individual outcomes over the coming two year period, to include:
- Big picture, State of the Program overview.
- Broad themes. What's working? What's not working?
- Scientific, fiscal, and policy developments that may impact our work.
- Synthesize information for the Management Board and/or the PSC report to the EC.
